Mountain Empire Community College’s Workforce Solutions provides state-of-the art workforce training and services to individuals, businesses, industries, and government agencies. As an active member of the community,  Workforce Solutions collaborates with regional employers on an ongoing basis to maintain a competitive workforce in today’s global economy.

To support the goals of business and industry, Workforce Solutions provides customized job training offered at MECC or the client’s site, as well as open enrollment courses for professional and personal development. Credit, non-credit, and distance education courses promote life-long learning and economic development in the Southwest Virginia Region.

One of the distinguishing characteristics of a community college is its continuing and integral role in community service and economic development. MECC is committed to this important role and offers many programs and services to fulfill this mission. Non-Credit Classes

 

Advanced Cardiac Life Support (ACLS)

AHA’s ACLS offerings highlight the importance of team dynamics and communication, systems of care and immediate post-cardiac arrest care. They also cover airway management and related pharmacology. FastForward Grants Now Available. 

Basic Life Support for Healthcare Provider CPR

The AHA’s BLS Provider Course reflects science and education from the 2015 Guidelines Update for CPR and ECC. It teaches both single-rescuer and team basic life support skills for application in both prehospital and in-facility environments, with a focus on high-quality CPR and team dynamics.

Basic Life Support for Healthcare Provider CPR Instructor

Individuals who wish to become CPR Instructors can complete the American Heart Association certification course at MECC. The course is designed to credential persons to teach Heartsaver CPR, Heartsaver AED, Heartsaver First Aid, and BLS for Healthcare Provider CPR courses. This course is certified by the American Heart Association.

Heartsaver First Aid Certification

The AHA’s Heartsaver First Aid Course is a classroom, Instructor-led course designed to prepare students to provide first aid in a safe, timely, and effective manner. 

Heartsaver Bloodborne Pathogens

This classroom course teaches employees how to protect themselves and others from being exposed to blood or blood-containing materials. This course is designed to meet OSHA requirements for bloodborne pathogens training when paired with site-specific instruction.

Heartsaver CPR/AED

The AHA’s Heartsaver CPR AED Course is a classroom, Instructor-led course designed to prepare students to provide CPR and use an automated external defibrillator (AED) use in a safe, timely, and effective manner. Upon successful completion of the course, including a CPR and AED skills test, students receive a Heartsaver CPR AED course completion card, valid for two years

Pediatric Advanced Life Support (PALS)

The AHA’s PALS Course is for healthcare providers who respond to emergencies in infants and children. The goal of PALS is to improve the quality of care provided to seriously ill or injured children, resulting in improved outcomes. FastForward Grants Now Available .

 

Microsoft Access

Work Ethic (Bring Your ‘A’ Game)

Bring Your ‘A’ Game is an engaging curriculum for building the seven foundational workplace skills of Work Ethic. Unlike boring online training
programs, this curriculum is instructor-led, interactive, and consistently delivers lasting impact.

Virginia Certified Nursing Assistant

Teaches basic care skills with emphasis on physical, social, emotional, and spiritual needs of patients. Covers procedures, communications and interpersonal relations; observation, charting and reporting; care planning, safety and infection control; anatomy and physiology, nutrition and patient feeding; ethics, death and dying. Prepares multi-skilled health care workers to care for patients of various ages with special emphasis on geriatric nursing, home health, long and short term care facilities. Preparation for Virginia CNA Testing

This course will prepare students currently enrolled in a Virginia Board of Nursing approved nursing program (PN or RN) to take and pass the CNA written and skills exam. This is an eligibility route approved by the Virginia Board of Nursing.

Virginia Emergency Medical Technician 

Prepares students for certification as a Virginia and National Registry Emergency Medical Technician. Includes all aspects of pre-hospital basic life support, trauma, and medical care as defined by the Virginia Office of Emergency Medical Services Education Standards for Emergency Medicine Technicians.

Virginia Emergency Medical Technician  (Continuing Education)

Provides students with up to 40 required and approved continuing education topics for refortification as a Virginia or National Registry EMS provider 

Pharmacy Technician

Provide students with information and laboratory simulation required for employment in acute care and retail pharmacies as certified pharmacy technicians. Prepare students to take the PTCB (Pharmacy Technician Certification Board) exam. 

 

DMME Advanced First Aid (Initial)

This certification authorizes the holder to meet standards for providing emergency care in the coal mining industry as required by Virginia Coal Mine Safety Laws.

DMME Advanced First Aid Reciprocity

This course provides the required instruction for EMTs, First Responders, and METs to attain DMME Advanced First Aid certification.

DMME Advanced First Aid Recertification

This recertification course provides the instruction needed to continue to meet standards for providing emergency care in the coal mining industry.

DMME Diesel Mechanic Continuing Education

This recertification course provides the instruction for the holder to continue to perform maintenance work on diesel engines in underground coal mines as recommended by the manufacturer of the engine.

DMME Surface Foreman Continuing Education

This recertification course provides the instruction for the holder to continue perform all surface mine foreman and/or examiner duties required by State and Federal laws and codes, including recording findings of on-shift examinations.

DMME Underground Foreman Continuing Education

This recertification course provides the instruction for the holder to continue to perform all duties required by State and Federal laws and codes as a first class underground mine foreman/examiner, including recording findings of pre-shift, on-shift and weekly examinations.

DMME Surface General Coal Miner

This certification authorizes an individual not previously employed in the Commonwealth as a coal miner to work at surface coal mines. You must have a current MSHA Form 5000-23.

DMME Underground General Coal Miner

This certification authorizes an individual not previously employed in the Commonwealth as a coal miner to work at underground coal mines. ou must have a current MSHA Form 5000-23.

DMME Underground Shotfirer CEU

This recertification course provides the instruction for the holder to continue to perform blasting operations, pre-blasting and post-blasting examinations, and handle corrective measures with misfired shots in underground coal mines.

Surface Retraining(MSHA)

Experienced miners are required to receive 8 hours of annual refresher training to keep them aware of good safety practices at their operation.

Surface Coal Miner (Initial full 2 day course)

Federal law requires miners to be trained and retrained to enable them to perform their jobs safely and in a healthful manner.  Inexperienced or new miners are required to receive 24 hours (surface) training before they begin working. This training is a combination of classroom and on-the-job performance. In addition, experienced miners are required to receive 8 hours of annual refresher training to keep them aware of good safety practices at their operation. 

Underground Coal Miner (Full 4 day course)

Federal law requires miners to be trained and retrained to enable them to perform their jobs safely and in a healthful manner. Inexperienced or new miners are required to receive 40 hours (underground) training before they begin working. This training is a combination of classroom and on-the-job performance.

CDL Class A & B

Prepares students with the knowledge and skills to take the Commercial Driver’s License (CDL) skills exam. Students will learn CDL laws, use of controls, safe driving techniques and defensive driving. The course includes classroom instruction and behind-the-wheel training. Students will take practices tests designed to prepare them for the CDL skills exam. Lecture 40 hours. 120 Driving hours. Total 160 hours.

Defensive Driving

Students will learn defensive driving techniques that can help you avoid and prevent crashes. This is an eight-hour classroom session approved by the Virginia Department of Motor Vehicles. If you are required by the court to attend a driver improvement clinic, the court will determine if you are to be awarded safe driving points. You must present documentation from the court to the driver improvement clinic that you attend before DMV can award points. Safe driving points will not be awarded if the clinic does not receive this documentation.

Escort Driver Training

The purpose of training, testing, and certifying escort vehicle drivers is to promote a clear understanding of proper escort vehicle operations.

Concealed Weapons

Project Amelioration is a community-based partnership bringing together the education, legal, medical, workforce, and recovery communities to develop an alternative “recovery ecosystem” in the heart of the opioid ravaged areas of southwestern Virginia.

 

Who qualifies for the program?

Serving Dickenson, Lee, Scott, and Wise Counties along with the city of Norton, Virginia, Mountain Empire Community College provides training in the skilled trades to those in active recovery suffering from Substance Use Disorder (SUD) and those who have been deeply affected by SUD. Skilled trades courses (carpentry, masonry, electrical, and welding) in nationally accredited associations are offered along with wrap-around services to help eliminate barriers to training and employment. Students receive hands-on training along with referrals/access to legal aid services, financial education, life skills training, Morale Reconation Treatment (MRT), OSHA Certification, counseling services, social services, and employment assistance.

 
 Program details:

Project Amelioration courses are housed in our Workforce Department and are offered at our Center for Workforce & Innovation in Appalachia (CWIA), Virginia, as well as limited offerings in Lee and Dickenson Counties. Most courses run for 15 weeks, Monday-Thursday from 5-9pm and are taught by a licensed trades instructor. We provide all supplies and materials for free including books and tools, as well as a meal every evening, and fuel cards to help defray transportation costs. Tuition is little to NO cost to students with help from financial aid. Hands-on work is completed at our class sites or at various locations in Appalachia, Clintwood, and Pennington Gap, Virginia, to help provide construction services to the community for free.

Basic Contractor Licensing

The State of Virginia has approved our online program to meet the mandatory 8-hour pre-licensing education. Our program is fully narrated, animated, and includes interactive learning games and practice tests. Your progress is tracked so you can complete the program in as many sittings as necessary. At the end of the program, you will have the option to print your certificate of completion with your name on it. We will also submit your information to the board stating that you have completed the program.

Power Lineman

Prepares students with the basic skills necessary to enter the electrical field as a Lineman. These skills include: overall safety considerations, power pole climbing skills, knowledge of the basic tools and materials involved with the electrical line crafts, general construction standards, basic rigging principles, and basic electrical theory that is specific to this trade. Classes introduce students to job related information and hands-on training. A component of the course includes preparation for the Construction and Skilled Trades (CAST) exam.

NCCER Core Introductory Craft Skills

Covers basic knowledge and requirements needed in the construction trades. Introduces use of tools and equipment, with emphasis on construction safety, including personal and tool safety. Provides a working introduction to basic blueprint reading and fundamentals of construction mathematics.

NCCER HVAC LEVEL 1

The Air Conditioning and Refrigeration Certificate is designed to provide the job skills necessary for employment as an entry level HVAC service technician. Special emphasis is placed upon the installation and repairing of residential and commercial air conditioning units.

The Certificate in Welding is designed to prepare students for employment as apprentice welders immediately upon completion of the curriculum. Technical courses and shop experience comprise the majority of the program. The remaining courses are in related subjects and general education.

Tradesman Recertification On-Line (Electrical)

This three-hour course, recognized by the Department of Professional and Occupational Regulation (DPOR) provides an overview of significant changes in the 2014 National Electrical Code (NEC) since the previous code cycle (2011 National Electrical Code). It is required for currently licensed electricians who intend to renew their Virginia licensure.

Tradesman Recertification On-Line (HVAC)

This three-hour course, recognized by the Department of Professional and Occupational Regulation (DPOR) provides an overview of significant changes in the 2015 Virginia Mechanical Code (VMC) since the previous code cycle (2012 Virginia Mechanical Code). It is required for currently licensed plumbers who intend to renew their Virginia licensure.

The Ccarpentry program prepares students to enter the field of Carpentry. The Carpentry program includes an introduction to the basic carpentry processes. The purpose of the course is to prepare students to continue study in the construction trades or to begin work at the entry level in a carpentry occupation. The carpentry units are written to the National Center for Construction Education and Research (NCCER) certification standards.

 NCCER Masonry Level 1

The Masonry course prepares students to lay building materials such as: brick, concrete block, pavers, to construct or repair walls, and other structures. Students will use trowels, levels, hammers, chisels, masonry saws, mixers, and other necessary hand or power tools of the trade. Fundaments of masonry include the information and basic skills necessary to build from blueprints: residential, commercial, and industrial structures. The goal of the course is to prepare the student for an entry-level job in a variety of areas within the building trades. The Masonry units are written to the National Center for Construction Education and Research (NCCER) certification standards.

The Plumbing course is designed to prepare the student who has not had any formal training for a career in the plumbing industry by covering all the different facets of both the plumbing codes and industry standards relative to the plumbing trade. Upon completion of this course, the student will be prepared to apply for an entry level job in the plumbing industry. The Plumbing units are written to the National Center for Construction Education and Research (NCCER) certification standards.

The Electrical course introduces the electrical craft with foundational training in the following content: Orientation to the Electrical Trade; Electrical Safety; Introduction to Electrical Circuits; Electrical Theory; Introduction to the National Electrical Code; Device Boxes; Hand Bending; Raceways & Fittings; Conductors and Cables; Basic Electrical Construction Drawings; Residential Electrical Services; Electrical Test Equipment.  Welding Fab 

Provides fundamental principles of joining metals, welding, and cutting processes, equipment operation, and safety procedures with emphasis upon welding and cutting procedures. Basic training on plasma tables, including basic layout and design in the Inkscape program.

 NCCER Heavy Equipment Operator Level 1

This 10-week class serves as the first level of training in the Heavy Equipment Operator program.  Students will learn the following content: core craft skills, orientation to the trade, heavy equipment safety, identification of heavy equipment, basic operational techniques, utility tractors, introduction to earthmoving, interpreting civil drawings, and using simulator exercises for equipment basic controls, loading and unloading, excavating, and trenching. Students receive hands-on training with using simulators, which replicates real-life operating scenarios through rotation-motion platforms and high-resolution 3D displays for excavator and

wheel loader equipment. Hands-on lab schedule on simulators is included.

This 10-week class serves as the second level of training in the Heavy Equipment Operator program.  Students will learn the following content: On-road Dump Trucks, Scrapers, Loaders, Rough Terrain Forklifts, Excavation Math, Interpreting Civil Drawings, Site Work, Skid Steers, and Soils. Hands-on lab schedule on simulators is included.

Intermediate Work Zone Safety Traffic Controller/Flagger

Upon completion of this course, you will be able to determine and correctly apply the traffic control devices needed to safely and effectively protect workers, motorists, and pedestrians in a work zone application using standard references.

Lift Truck

Using classroom lecture, live action demonstrations, and hands-on activities, Lift Truck Operator course provides students with the knowledge necessary to operate and control a lift truck both safely and effectively. This course covers the necessary preparations, safety measures, and post-operational procedures you need to safely complete your work with a lift truck

OSHA 10 Construction Industry

OSHA 10 Construction Industry is designed to familiarize workers with OSHA standards as well as safety and health hazards common to the workplace. Training is designed to be fully narrated and interactive with a goal to educate workers on general awareness on recognizing and preventing hazards on a construction site.

OSHA 10 General Industry

OSHA 10 General Industry is designed to familiarize workers with OSHA standards as well as safety and health hazards common to the workplace. Training is designed to be fully narrated and interactive with a goal to educate workers on identifying, avoiding, controlling, and preventing jobsite hazards.

OSHA 10 Healthcare Emphasis

OSHA 30 Construction Industry

OSHA 30 Construction Industry course is a comprehensive safety program designed for anyone involved in the construction industry. Specifically devised for safety directors, foremen, and field supervisors; the program provides complete information on OSHA compliance issues.

OSHA 30 General Industry

OSHA 30-Hour General Industry course is designed to educate workers on workplace and jobsite safety. Specifically, those who successfully complete this specialized training should become familiar with recognizing, avoiding, preventing and stopping potential job site hazards.

Providing state-of-the art workforce training and services to individuals, businesses, industries, and government agencies.   MECC serves employers through open enrollment courses that allow emerging or incumbent employees to upgrade their skills, as well as customized training services that provide employers with tailored training programs that meet specific training needs at a significant value. The result is a workforce that is better prepared to quickly meet changing workplace demands, ensuring that employers are better able to provide direct benefit to their community and economy.

MECC’s Center for Workforce and Innovation of Appalachia designs timely, customized training programs to address the ever-changing opportunities and challenges faced by employers. Based on results of training needs assessments, the College designs and implements Custom Training Programs to update and improve the workforce skills, increase employee engagement, and improve company performance to help achieve organizational goals.

Customized training focuses on skills that improve:

  • Individual productivity (time management, managing stress, communication, or customer service);

Financial Aid - MECC Workforce Programs

 

Will pay two thirds of the full cost of any approved program. (Additional aid options available). Student must be a Virginia resident for the last 12 months (Domiciled in Virginia) and complete the application to qualify. FastForwardPrograms (Workforce Credential Grant) have been identified as preparatory training programs for credentials in high demand professions. Virginia domiciled residents can take these programs by paying 1/3 of the actual cost with no additional cost, provided they successfully complete the program. Will pay the full first third of any FastForward Program (Effective January 1 - June 30, 2023). Student must be a Virginia resident for the last 12months (Domiciled in Virginia) and complete the application and provide documentation verifying financial need to qualify. This program is income based if your current adjusted income is at or below 200% of the Federal Poverty Guideline you may qualify.

  • Be eligible for Virginia in-state financial aid.
  • Receive a total household income less than or equal to four hundred percent of the Federal Poverty Level. This is roughly an income of $100,000 for a family of four.
  • Be enrolled or accepted for enrollment at an approved institution and in an approved program.
  • Be enrolled in a minimum of six credit hours per semester or enrolled in an approved FastForward program.
  • Have applied for federal and state student financial aid programs for which they may be eligible (or FANTIC for FastForward students).

Will pay first third of VCEDA approved classes. Student must be a Virginia resident for the last 12 months (Domiciled in Virginia) and live in one of the following counties or cities in the Coalfield Region: Lee, Scott, Wise, Dickenson, City of Norton, Russell, Buchanan, and Tazewell. FastForward Grant

The FastForward Grant is a program funded by the Virginia General Assembly to encourage the attainment of high-demand workforce credentials by underwriting the cost of approved credential preparation programs for Virginia (VA) residents that meet VA domicile requirements. You are required to pay one-third of the cost of the program with the explicit expectation you will seek and obtain the related credential identified for your program of choice. Failure to complete the class will result in your financial obligation to pay an additional one-third of the cost of the program back to the Commonwealth of Virginia. Here’s how it works:

  • You pay 1/3 of the tuition when you register. *Additional assistance available based on income.
  • The Commonwealth of Virginia pays 1/3 when you complete the class.
  • The final 1/3 is paid by the Commonwealth of Virginia when you earn a high-demand industry credential.

Tuition includes instruction, textbooks, materials, equipment, admissions requirements, and credential exam.

Need additional financial assistance?

Workforce Financial Assistance (FANTIC) provides funding for you if you demonstrate the required financial need in order to enroll in an approved workforce training program leading to the attainment of an industry recognized credential or licensure and are not eligible for other funding grants or financial assistance. Applicants are awarded on a first-come, first-served basis. For those qualifying under this program, financial assistance will pay for 100% of the WCG price for the program. Funding for this program is limited.

WorkKeys Testing

Division of Elementary and Secondary Education - Offices - Public School Accountability - Assessment - ACT WorkKeys and the National Career Readiness Certificate (NCRC®)

WorkKeys is a job skills assessment system measuring “real world” skills that employers believe are critical to job success. These skills are valuable for any occupation – skilled or professional – and at any level of education. WorkKeys serves as an effective tool for measuring basic workplace skills in order to make the best decision in hiring and retaining employees. MECC offers WorkKeys testing for employers and for job seekers on an ongoing basis.

One employer that requires these tests is Eastman Chemical. They require the following tests and scores: Workplace documents with a score of 6, Workkeys Applied Math with a score of 6 and Graphic Literacy with a score of 5.

 There are practice tests available at www.myworkkeys.com.

You may take each practice test 3 times in 30 days.
